Ministry of Transport Environmental Protection Center and Lamor Corporation sign frame agreement to improve ship-source pollution preparedness and response in Chinese waters

On 9 December 2025, Mr. Wang Hao, Chief Engineer of the Ministry of Transport Environmental Protection Center, on behalf of Mr. Li Tao, the Center Chairman, signed a framework co-operation agreement with Mr. Robert James, SVP, Europe and Asia on behalf of Lamor Corporation.
The agreement establishes a framework for cooperation between Lamor Corporation (Finland) and the Environmental Protection Center of the Ministry of Transport of the People's Republic of China, aiming to develop a set of standardized training materials in accordance with the guidelines of the International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC) adopted by the International Maritime Organization (IMO).
Taking the standardized training cooperation as an opportunity, both parties shall promote the implementation of work related to the IMO OPRC Convention. The common goal of the two parties is that these materials will serve as the benchmark for training on ship pollution risks in China's territorial waters, ports and inland waterways in the coming years.
Working in close collaboration, the parties will work to build a sustainable win-win partnership which will protect Chinese waters by enhancing the preparedness of all those carrying a pollution risk through good quality, standardized training both in the theory and practice of oil spill response.
Mr. Li Tao, Chairman of Ministry of Transport Environmental Protection Center, said:
“We look forward to further enhancing the scientific, efficient, and standardized handling of oil spill emergency response through the complementary advantages and resource integration of both parties. This collaboration will provide more solid technical support and practical models for ecological environmental protection, as we join hands to practice the concept of green development and fulfill the responsibility of ecological protection.”
