Netum selected as a partner for the comprehensive reform of the Legal Register Centre's initiative services

Netum and the Legal Register Centre have signed an agreement on a comprehensive reform of initiative services. The project aims to combine the current citizens' initiative, residents' initiative and wellbeing services county initiative services into one new initiative.fi service. The agreement includes both new development and continuous support and maintenance services.

The object of the procurement is the maintenance, operational, and application development services for the initiative services. The aim of the comprehensive reform of the initiative service is to ensure the continuous availability and reliability of citizens' and residents' initiative services, and to maintain them.

Online initiative services must enable the continuous and uninterrupted creation and support of municipal initiatives, citizens' initiatives and wellbeing services county initiatives. The different forms of initiative will operate independently in the new service package as well. They include functionalities for collecting statements of support and aim to lower the threshold for submitting initiatives while integrating with the initiative processing workflow. An absolute prerequisite for the operation of services is reliability, and that they can be further developed and reused as needed.

”The overall objective of the initiative services is to promote and support democracy and civic engagement while strengthening civil society by encouraging people from all population groups to participate in and influence the development of society actively,” comments Anniina Tjurin, System Manager at Legal Register Centre.

The initial contract period is two years, after which the agreement will continue until further notice. The total value of the procurement is approximately EUR 1 million.

The Legal Register Centre is implementing the reform on behalf of the Ministry of Justice.
